NCC 2022 Amendment 2: AS 1428.1-2021 now referenced

The Australian Building Codes Board has released NCC 2022 Amendment 2, aligning the Code with the amended Disability Access to Premises Standards. A key outcome is that AS 1428.1:2021 is now the referenced edition for access and mobility in the NCC, replacing the 2009 edition. The amendment took effect nationally on 29 July 2025.

What changed and why

The Premises Standards were amended in late 2024 to reference AS 1428.1:2021. NCC 2022 was then updated so the Code and the Access Code are consistent. For most projects this means your accessibility documentation should now be checked against the 2021 edition rather than the 2009 edition.

While the full technical detail sits in the Standard, common design touchpoints include updates and clarifications around:

  • Ramps and thresholds – more prescriptive treatment of threshold ramps and edge transitions.
  • Curved ramps – clearer guidance on geometry for curved configurations.
  • Fixture and fitting details – refinements to elements such as grabrail arrangements that can affect documentation and coordination.

What to do on current projects

  • Confirm which code applies to each package and stage, then align access notes and details to AS 1428.1:2021 where NCC 2022 Amendment 2 is in play.
